Hatsell, a Middle Temple lawyer, was clerk assistant in the House of Commons at the end of George II's reign and chief clerk from 1768 to 1797. He published A collection of privilege of Parliament to 1628 in 1776 and his Precedents of proceedings in the House of Commons went through four editions, 1781-1818. The South Sea Company was founded in 1711 to trade with Spanish America, on the assumption that the War of the Spanish Succession would end with a treaty permitting such trade. The Treaty of Utrecht, 1713, was less favourable than had been hoped, but confidence in the Company remained artificially high.
